Guillaume Nseke is an experience pro-active and innovative career diplomat with multi-tasking organisational abilities including, identifying, planning, implementing and developing political and diplomatic strategies combined with a wide experience in the field of research related to international relations and politics. He is a staunch negotiator, team leader, organiser and prioritiser who allocates and coordinates resources both human in a multi-cultural context and material to the best effect. He served in the Federal Republic of Nigeria, Burkina Faso, Togo, Niger, Benin Republic and Congo Brazzaville in various capacities in bilateral diplomacy. He also worked in Ethiopia as Permanent Representative of OIF accredited to the African Union Commission and to the United Nations Economic Commission for Africa.
The advent of the African Union (AU) can be described as an event of great magnitude in the institutional evolution of the continent. On 9 September 1999, the Heads of State and Government of the Organisation of the African Union issued a Declaration, calling for the establishment of an African Union, with a view, inter alia, to accelerating the process of integration in the continent to enable it to play its rightful role in the global economy while addressing multifaceted social, economic and political problems compounded as they are by certain negative aspects of globalisation.
APRM is a mutually agreed instrument voluntarily acceded to by AU member states as an African self-monitoring mechanism. The APRM is often described as “Africa’s unique and innovative approach to governance” with the objective of improving governance dynamics at the local, national and continental levels. APRM is a tool for sharing experiences, reinforcing best practices, identifying deficiencies, and assessing capacity-building needs to foster policies, standards and practices that lead to political stability, high economic growth, sustainable development and accelerated sub-regional and continental economic integration.
The NEPAD Planning and Coordinating Agency (NEPAD Agency) was established in 2010 as an outcome of the integration of NEPAD into AU structures and processes. The NEPAD Agency is the implementing agency of the African Union that advocates for NEPAD, facilitates and coordinates the development of NEPAD continent-wide programmes and projects, mobilises resources and engages the global community, regional economic communities and member states in the implementation of these programmes and projects. The NEPAD Agency replaced the NEPAD Secretariat which had coordinated the implantation of NEPAD programmes and projects since 2001.
